Rules of Order

  1. Before the beginning of an Assembly session there shall be an open forum of twenty minutes, except in cases wherein open forum is extended by a motion and a “second,” wherein anyone may address the Assembly upon recognition by the President of the Assembly. 
  2. Each speaker in open forum shall have four minutes; the first two minutes shall be free from interruption. 
  3. Upon request from the President of the Assembly, the Administrative Assistant shall read the short title of old business.
  4. Upon the initial reading by the Administrative Assistant and a “second,” the President of the Assembly shall recognize the sponsor of the bill/resolution for a four minute proponent speech; the first two minutes shall be free from interruption.
  5. Questions directed to a speaker or a member of the Assembly shall be addressed to the Chair, shall be treated as privileged motion, and are granted under the sole discretion of the President of the Assembly.
  6. Any time yielded for any purpose—for point of information, or to another member of the Assembly—shall be counted off of the speaker’s time.
  7. Upon the conclusion of the proponent speech, the President of the Assembly shall entertain questions directed to the investigative committee.
  8. Upon the conclusion of questions, the President of the Assembly shall entertain a motion to circle and post the said bill for the period of at least one week for investigation.  It shall not be necessary for a resolution to be circled and posted
  9. Upon passage of the motion to circle and post the said bill/resolution, the President of the Assembly shall refer the said bill/resolution to an investigation committee, consisting of at least three Delegates, none of which shall be the sponsor of the bill/resolution.
  10. Upon request of the President of the Assembly, following the period of circling and posting, the Administrative Assistant shall read the short title of the bill/resolution.  The investigation committee shall then have four minutes to present their reports.
  11. Upon completion of the investigation committee’s report, successive speeches shall alternate between proponent and opponent time.  Said speeches shall last no longer than two minutes each.
  12. Debate on any bill/resolution shall be limited to twenty minutes, except in cases wherein debate is extended.  At the conclusion of debate, the bill/resolution shall be called to question.
  13. Debatable subsidiary motions shall alternate between proponent and opponent speech time.  Said speeches shall last no longer than 1 minute each and shall be limited to a total of four minutes, except in cases wherein debate is extended.
  14. Any time a bill/resolution is changed more than 10% of the original note, a copy of the revised version of the amendment must be provided.
  15. Upon completion of the Assembly session, the sponsor(s) of the bill/resolution must provide: a financial form to the treasurer and information of the passage of the bill / resolution to those whom it may affect.
  16. All profane or obscene language shall be ruled out of order, shall be censured, and the President of the Assembly may remove the speaker of such language. 
  17. Robert’s Rules of Order shall be followed during all official sessions; however these Rules of Order shall supercede Robert’s Rules of Order in all cases. A Parliamentarian as elected by the Assembly shall have the final say in cases of dispute regarding all Rules of Order. 
  18. All Rules of Order may be suspended by a 2/3 majority vote, however bills/resolutions must be officially passed under the Rules of Order.  Once the rules have been reinstated, business must resume where it left before the Rules of Order where suspended.   
  19. These Rules of Order may be amended during any official session by a motion, a “second,” and pass with a 2/3 majority vote.
